RCAP Projects

RCAP Rural Development Specialists provide on-site technical assistance to over 30 communities throughout the state.  Here are a few of our recent success stories:

The Water We Drink Campaign

Koontz Lake Regional Sewer District Wastewater Treatment Plant:

RCAP has been assisting this small lake community in Northern Indiana protect their lake for several years. RCAP has guided the Board through forming the regional sewer district, developing a funding scenario, overseeing procurement of project professionals, and helping the district obtain a $14 million loan and grant package from USDA Rural Development for a new wastewater treatment plant.  The project is in the final design stage before construction.

Garden City Mobile Home Community Clean Water Project:

Faced with arsenic in their drinking water and no financial resources, the community turned to RCAP for help.  RCAP was able to help find funding, and keep families in their homes, by way of a $1 million grant from the IN Department of Environmental Management.

Other Projects:

In the past year, IN-RCAP also helped form regional sewer districts, leveraged CDBG Planning and CFF grants,  leveraged Disaster Relief funding, reviewed preliminary engineering reports, developed comprehensive plans, and performed rate studies and site inspections in numerous communities. INRCAP helped communities access approximately $30 million for infrastructure projects!

Research Projects

-IN-RCAP developed and maintains the Unsewered Communities Database.  With the cooperation of the IN State Department of Health and the local health departments, RCAP has created a database to identify and prioritize areas in most critical need of assistance with wastewater.  A statistical analysis of the data, accompanied with a GIS map, will be available on this site soon.
-IN-RCAP created a CD-ROM Guide to Sewer District Formation, paid for by the IN Department of Environmental Management.  Contact us to request a copy.
-RCAP created a Community Guide to Composting and training, funded by the USDA, which is available on CD by request.
