Clean Water Plant Operator Services      May 20, 2011

 

Introduction:

The Koontz Lake Regional Sewer District (KLRSD) is seeking an IDEM Class II, or above, Wastewater Plant Operator for their Aero-Mod extended aeration Clean Water Treatment Plant.  The plant is located south of Koontz Lake in the northeast corner of Starke County and the northwest corner of Marshall County on County Road 1175 E (plant address is 7315 N. 1175 E., Walkerton, IN 46574). An NPDES permit has already been obtained. The collection system is a low pressure sewer system comprised of 512 grinder pumps, 90,000 linear feet of force main and air release valves and will serve  900+ households and 30+ small businesses. 

 

The collection system and treatment plant are currently under construction with completion anticipated in early Fall 2011. The selected Operator must be available for start-up operations at that time.

 

Clean Water Plant:

The plant is an Aero-Mod extended aeration facility (see http://www.aeromod.net/ for more information).  The plant is designed for an average daily flow of 219,100 gpd.  It is estimated that existing summertime flows will be in the range of 120.000 to 180,000 gpd.  During the colder months, flow may be in the 80,000 to 120,000 gpd range since some homeowners are summertime residents only.  Due to this possible flow variation, the plant has an  option whereby one of its two aeration "trains" can be taken off-line during low flow periods in order to keep suitable biomass alive during the colder months.  Each train, however, can handle sustained peak flows equal to 3 times its average daily flow, if and when needed. There are no main influent pumps but there is an effluent pump station to discharge the plant's "clean water" to Robbins Ditch which 3,500 feet distant from the plant.  All waste flow reaches the plant by low pressure force main via 512 Environment-One grinder pumps.  Flow through the plant is completely by gravity.  Retractable stainless steel diffusors are provided as well as airlift pumps for sludge withdrawal from the clarifiers.  Sound-proof blowers are manufactured by Roots and are mounted on a concrete  pad inside of the unheated blower building.  A natural gas, Kohler emergency generator is furnished. A heated control bulding and a heated workshop are being built for Operator use. The workshop will be shared with the Collection System Operator.  Outside lighting and fencing is also part of the facility.

 

Sludge Digestion & Dewatering:  A large aerobic digester with decant capability is provided.  Submersible pumps will transport sludge volumes from the digesters to a Blue River Technologies (http://www.blueriverdewater.com/container4.htm ), geotextile, sludge dewatering bag system.  A polymer pump and static mixer to flocculate the sludge prior to discharge into the bag is located in the control building.  A 30 CY roll-off container will be furnished which will normally reside on the concrete dewatering pad.  Sludge can be processed year-round on whatever schedule is determined by the Operator.  It is estimated that only one or two bags per  year will be needed.  Bag and polymer costs as well as the landfill trucking costs will be borne by the District.

 

Laboratory:

There is no laboratory on the premises.  The operator will be responsible for coordinating, completing and submitting all sampling requirements per the District's discharge permit; e.g., TSS, CBOD5, NH3N, pH, D.O., and e coli.  The operator will further be responsible for making sure that all testing and recording be performed properly to insure accurate composite sampling criteria.  The plant will have an influent, Doppler flow meter attached to the force main with daily electronic storage capability.  At the effluent end, an open channel, V-notch weir-type, ultrasonic flow meter with capability to store at least 90 days of daily flow readings is also provided.  Per prior IDEM approval, all final effluent sampling can be done at the plant and not at the plant's actual discharge point which is 3,500 feet downstream.

 

The costs for collecting, storing, transporting and testing all IDEM required tests will be included in the operator's submittal.  If a respondant also believes that additional process testing is needed so as to help keep the plant performing at its peak treatment efficiencies, then these costs shall be included as well.  Such tests might be SVI's, further TSS's, etc.  No additional lab testing shall be paid for by the Distrsict other than those identified in the respondant's proposal unless prior written approval of the District Board is received.  A paper chart recorder is not provided nor required by IDEM. Coordination of sample pick-up or drop-off will be the Operator's responsibility.  A copy of the District's NPDES permit is available on request.

 

Disinfection:

A 20 or 24 bulb, open channel, Glasco, UV disinfection system is provided.  Manual cleaning of the bulbs is required.  Per the discharge permit, disinfection is needed only from April 1 through October 31.

 

Effluent Pump Station:

After disinfection, treated flow is sent to the wetwell of this conventional style, submersible lift station which is comprised of two, 10 HP pumps which operate on the usual lead, lag and daily alternate cycles.  Controls are fully enclosed in a stainless steel, NEMA 4X enclosure.  Certain station parameters are included within the minimal SCADA system of the plant.

 

Qualifications Requirement:

The respondent must hold and maintain an IDEM Class II Wastewater Plant Operator, or above, and furnish a copy of certification. The respondent must also sufficiently demonstrate, with documentation or references, that they are properly qualified to do this work.  Such demonstration should include resumes, copies of certifications, etc. in order to meet this requirement. Direct experience in performing a similar function or municipal public works sewer experience is highly desirable.

 

General Responsiblities:

The Teatment Plant Operator will be required to monitor operating conditions of the Clean Water Plant making adjustments or performing repairs to enable optimal performance of the system. The Operator will perform all sampling and reporting as required by IDEM. The Operator must be able to troubleshoot facility problems and take necessary corrective action. The Operator will perform routine maintenance functions and keep appropriate maintenance records.

 

The District will require that the plant be visited at least 5 days per week to assure proper function of the system.  A minimal SCADA system at the plant for emergency notification of certain critical functions is provided. The Operator will be the primary contact for all system alerts and must be available for response 24/7.

 

The Operator must be available by phone at all times and must be able to respond to equipment emergencies 24/7. The cost of any such phone shall be incidental to the contract and will not be paid for by the KLRSD as a reimbursable.

 

The Operator will be responsible for any damage to personal property or KLRSD property while performing the duties of the job.

 

The Operator must be able to lift or move 50 pounds in order to perform various duties.

 

The Operator may be requested to attend an occasional District Board meeting but will not be required to attend every meeting. Regular Board meetings are held the 3rd Tuesday of each month at 6:30 CST at the Koontz Lake Association Clubhouse.

The Operator will be required to submit written, monthly reports to the KLRSD and communicate any problems or unusual situation in a timely manner.

 

The Operator shall have working knowledge of the Microsoft Office suite of software (Word, Excel, etc.) for recordkeeping, reporting and written communications.

 

Required Information:

Any proposal submitted as a response to this RFP shall include the following information:

  • 1. Full legal name of entity submitting proposal
  • 2. Name and contact information for owners and/or officers of the same
  • 3. Full legal name of any sub-contracting entity
  • 4. Name and contact information for owners and/or officers of the same
  • 5. Resumes for staff for any entity proposing on this work, including certifications held if any, work history, and other qualifying information that may assist in the decision making process
  • 6. Statement regarding capacity to perform work
  • 7. Statement regarding proximity to Koontz Lake, Indiana
  • 8. Statement regarding approach to tasks and overall business philosophy

 

Other Requirements:

The person or entity servicing this contract shall:

  • 1. Provide liability insurance and performance bond of $1,000,000.
  • 2. Wear appropriate clothing or uniform and carry a picture ID on their person.
  • 3. Be able to lift or move 50 pounds in order to perform various duties.
  • 4. Demonstrate effective written and verbal communication skills
  • 5. Pass a pre-employment drug screen and agree to participate in a random drug screening program.
  • 6. Submit to a background check.

 

Seminar Requirement:

The selected Operator must be available to attend a 2 day training seminar provided by Aero-Mod in Manhattan, Kansas. The cost of the seminar, travel and per diem will be paid by the District.  Aero-Mod offers the seminar only after the operator has run the plant for at least a month as this enables more familiarization with the system, thus, seminar attendance will most likely be in early winter 2011.

 

Subcontractors:

The names and resumes of the principal Operator and back-up Operators shall be furnished with the proposal.  It will be at the Operator's discretion whether to subcontract with a local person to assist him with his duties.

 

Fees, Charges & Maintenance:

The selection process will not necessarily be based on the lowest cost proposal submitted.  As a minimum, each proposal shall have the following cost items clearly identified according to the following list:

1.  Monthly Charge for Operator Services (list what is included)

2.  Monthly Charge for Laboratory Services (list what is included)

3.  Charge for emergency call-out

3.  Charge for District Board meeting attendance

4.  Charges for any additional services

 

The District will pay for:

  • Cost of the drug screening, random testing and background check.
  • Spare equipment, normal replacement parts, maintenance supplies and consumables for the shop and plant. Supplies for lab work will be the responsibility of the Operator.
  • Normal office supplies needed for recordkeeping and reporting
  • Training that might be required from time to time by the system manufacturer.

Any other items beyond these shall be at the expense of the Operator.

 

Contract Award:

The respondent's proposal is deemed an offer to contract with KLRSD based on the terms, conditions, scope of work and specifications in this RFP.
