Mission Statement

• To ensure that rural residents have access to clean, safe drinking water.

• To increase access to safe, cost effective sewage treatment for rural residents.

• To ensure that rural residents are able to dispose of their solid waste in a sanitary and affordable manner.

Since 1981, the Indiana Rural Community Assistance Program (IN-RCAP) has provided technical assistance on water, wastewater, and solid waste issues to rural communities across the state.

RCAP Rural Development Specialists (RDSs) work with residents and local leaders in each community to identify a scope of services that will meet the community's needs.

IN-RCAP has helped low-to-moderate income communities leverage over $50 million in grants and low-interest loans for infrastructure projects since 1997.

National funding for the Indiana program comes from:

  • -The U.S. Department of Agriculture Rural Utility Service,
  • -The U.S. Department of Health and Human Services: Office of Community Services,
  • -The Environmental Protection Agency Safe Drinking Water Program
